John Walker was chosen for his exceptional service as a soldier to the US military, and his new role as Captain America is just an extension of his continued service. While he claims that he wants to be the best Captain America that he can be, the caveat is that he can only be as good as the US government allows him to be. This is the opposite of Walker's new Captain America. ![]() Together, they chose to do what they believed was right and keep people safe on their own terms, even if that put them at odds with the governments of the world. However, the emergence of the Sokovia Accords in 2016's Captain America: Civil Warand the desire for government oversight over the Avengers motivated Rogers to resist the new legislation, going on the run with those who agreed with him such as Falcon, Black Widow, and Wanda Maximoff. While Steve tried to follow the government's orders when he was thawed out in the present, the prevalence of the government's corruption such as with HYDRA's infiltration of SHIELD in 2014's Captain America: The Winter Solderconvinced him that he was better-suited working solely with the Avengers and allies he could implicitly trust. Likewise, despite the fact that the government is allowing Walker to go out into the field in The Falcon & The Winter Soldier, the motives couldn't be more different from Rogers' own. ![]()
